Question / Help Low FPS for the stream?

So I'm streaming League of Legends, but the FPS on twitch seems low. The quality (720p) seems fine it's just that the FPS itself looks low/choppy. It's can be managed, but it's not as smooth as I would like it to be. In-game is totally fine, I have a stable 100+ FPS (which is more than enough).

Can someone help me? I think it has to do with the bitrate settings. Thank you very much!!!
 
because you are streaming with 30 fps it cant be as smooth as lets say a 60fps stream

but for league of legends 720p60 a bitrate of only 1500 might not be enough
