Question / Help Low CPU usage = very choppy recording

Hi,
I am currently using a AMD Ryzen 2700x paired with a 1080 TI. For the last week I have been playing around with OBS and Xspilt trying to fix a problem I have been having which is very choppy recording. My system although not the latest and greatest is still "High end" and gets great FPS even with everything maxed out and recording. However my recording never turn out usable. I've gone to youtube and tried every setting you can try and I still get the same choppy, laggy recording. However recently I've notice something.

1. I have been using the NVENC encoder and noticed that GPU usage has been pegged 98% and CPU usage and been below 20% or even lower. Why is this and why can't I get my CPU utilization up?
2. I have been getting Encoder Overloading errors and no matter what preset I change to it will not go away.


Base Canvas is 2560x1440
Output scale is 1920x1080

I have the same problem. My CPU stays at around 17% but my GPU goes to 100% as soon as I start recording, and the recording is extremely choppy.
