Low Cpu usage, FPS drops occasionally on stream only

Hi,

I think my pc & connection should be able to stream apex very good but I am experiencing FPS drops on my stream only, game continues to work flawlessly.
I play at 1440p but I downscale to 1080p.
My CPU is 10%-20% load while GPU reaches 99% at most (could that be the problem?)

PC:
Monitor: Dell S2417DG 165Hz
CPU: AMD 5900x
GPU: RTX 3070
RAM 32 GB
Anything else is important?
