Question / Help low CPU/GPU usage but still micro stuttering/framepacing in record video?

My specs
CPU: Intel Xeon E3-1230 v3, 3500 MHz
Mainboard: ASRock B85 Pro4
RAM: DDR3 2GBx2 4GBx2
Graphic Card: Galax GTX 970 4GB
Sound Card: onboard sound card
HDD: 640GBx1 1TBx2 2TBx2 3TBx1
OS: Windows 7
Capture: AVerMedia Live Gamer Extreme GC550

Note:CPU usage under 30 or 35%,also my preview screen sometime had micro stuttering without streaming and recording
