Low bitrate despite no internet issues

Today when I tried to stream OBS was completely unable to maintain anywhere close to the target bitrate. I stream at 6000 kb/s, OBS was hitting 500 if I was lucky but dropping down to 0 frequently. I know what you're thinking, that's an internet issue not OBS. My internet is fine though. Using speedtest I'm still hitting 11.9 mb/s upload. I'm not having any internet issues at all. I've restarted my internet twice, restarted my computer twice, reinstalled OBS, reset my stream key twice. There is no discernable reason that I shouldn't be able to stream like normal but it just isn't working. I tried streaming using Streamlabs OBS as well and was running into the same issue. My firewall is not blocking its ability to connect either. I cannot for the life of me figure this out, PLEASE HELP!!

Use Twitchtest for an accurate measurement. Speedtest sites only test to your ISP and open many connections, streaming uses a single connection to a server further away.
 
Are you doing real-time Internet monitoring while streaming? if no, you are driving (streaming) blind.
Food for thought: a speed- or twitch-test after the fact ONLY tells you about that moment in time.

The OBS log indicates a network connection/bandwidth issue and I have no reason to expect the cause to be something else. however, I do see you are on 27.1.3 with effects and filters in use, so are you monitoring hardware resource (CPU, GPU, RAM, Disk I/O, etc) utilization [for ex. using Task manager’s Performance tab and/or Resource Monitor] to see if your system is bottlenecking at some point with what you are running

These forums point out a number of folks having issues of late with plug-ins which may not be playing nice with latest OBS updates ...
And then there was the Internet certificate issue, etc
And then folks run into issues with home LAN all the time, especially with WiFi (granted not on your PC per the log, but other) .. maybe unexpected clients/device? lots of possibilities that requires monitoring at your router
