Question / Help Lost fps

Hi guys im create new topic because im have a new problem.

If i use OBS for grab video in local record i dont drop fps, but if i use stream on TWICH or other stream portals i lost fps all time...
I put bitrate 1.5k in settings anyway i lost fps all time... And i dont have idea how i can fix it.
