This is a fraps setting used for capturing something you just missed or an instant replay.
(Unfortunately there isn't any documentation on it)
Basically, you hold your capture key for 2-3 seconds and the fps counter turns purple.
In that state, it would continually record and delete the buffer length until you press the capture key again.
When pressed, it appends the file and you have your buffer saved.
