Question / Help Looking to optimize need help

i dont have the greatest setup yet and im looking for optimal settings. i got a skip in my replay on twitch. i used to be able to stream this game just fine but now im having problems. i think i might have messed with advanced settings a little bit from something ive read. heres the log: https://gist.github.com/f03dc5c03b98148b2ca197918e70f1b4

and heres my specs:
Dell Inspiron 3000 series 3847
CPU: Intel core i5-4460 3.2hz
Motherboard: Intel 88DT1 (Stock)
RAM: stock (8gb)
Video Card: MSI NVidia GeForce GTX 970 gaming 4g 4gb
Power Supply: Corsair CX750M bronze
Hard Drive: stock 1tb

i have 60mbps down and usually around 6mbps upload speeds.
