So ive wanted to stream for awhile finally have decent internet but my stream still looks like crap and freezes here are my speeds http://www.speedtest.net/my-result/3993252189

if you could just let me know whats actually holding me back from streaming a decent 720p/1080p stream .

your upload isnt sufficient anway for 1080p so is your cpu

720p30 on veryfast with ~1300bitrate will probably be the max

btw always post a log as the stickies on the forum told you if you have problems
