I've noticed my FPS dwindling when streaming and playing Path of Exile. This only happens when I stream gameplay: I can run Netflix alongside the game, or even another game in the background. My computer stats are:
CPU: i7-4790 @ 4.00GHz
GPU: GTX 970 4 GB (2x8GB sticks)
RAM: 16 GB DDR3 1600
Cooling: Liquid cooling
OS: Windows 8.1 64-bit

The internet is directly connected, not WiFi. I also have two monitors set-up, with extended desktop enabled.
I can't say I've noticed too much being used when I run the programs. I only stream to Twitch, using the New York server (closest to me). OBS Settings:
Encoder: x264
Use CBR: Yes
Enable CBR Padding: Yes
Max Bitrate: 3500
Use Custom Buffer Size: No
Codec: AAC
FormatL 44.1kHz
Bitrate: 160
Channel: Stereo
When I stream, the only programs running are the game itself, OBS capturing the game and my webcam, VoiP (Discord or Teamspeak), and Acquisition (if playing Path of Exile). All drivers are up-to-date.
Should I change any settings in OBS, and if so, what do I need to change? My computer should easily handle all of this.
