Question / Help Looking for a Perfect Resolution

My Rig is Dell Inspirion 620 MT
SPECS...
Intel i5 2310 2.90 GHz
ATI HD 6670 1GB DDR5
8 GB Ripjaw Gskill RAM
1TB 7200RPM HDD

Settings:
Quality 4-5
Max Bitrate 340 (Thats the maximum I can do)
Buffer Size 250 (Same ^)
Codec ACC Bitrate (96)

Now I'm lookin for perfect resolution to lessen the pix elation of the stream...
Base Resolution is 852x480
I downscale to 1.25 (680x384)

I need you guys opinion thanks in advance! :D

I have this same bitrate.

Use MP3 - 64kbps (and give more for bitrate video) MP3 has CBR bitrate, AAC VBR
VBR - 0 or CBR
