Question / Help Looking for a PC for Streaming.

I currently have a budget of roughly 500$ to try to obtain a device so I can stream.

I'd prefer it to be a Laptop but if you can help me find a desktop that could work as well.
Im a US resident and if someone could give me an idea of a Laptop/Desktop within my budget, much appreciated
