When I play it only for test purposes (with 2,5mb upload, running on 480p), it goes perfect, but whenever I start a real game, it keeps spiking.

My pc specs are:

Phenom II x6 2,8GHz
6 GHz RAM
Win 7 64 bits
Radeon 5870

My OBS specs are:

I Run LoL with the max configurations.
I don't use the CBS option, and set up my quality to 8.
I'm using 1000 kbps as bitrate.
Currently using 25 FPS at encoding.
x264 is set to ultrafast.

I Keep getting package loss and keep lowering the specs, but I'm still having problems to set it up.
Don't know if it's enough information, but I can provide more if needed, not atm, but later.

Post a logfile from a live streaming session. There's a stickied thread at the top of this forum explaining how to do so. We'll be able to help more after that.

I'll have to do it later then, cuz I'm not at home atm.
But thx anyway.

Here it is FerretBomb

I Tried lots of different setups, but currently can't work it out and keep lowering it.
If anyone can help me, I would apreciate it

-Enable CBR, and set your keyframe interval to 2. This is part of Twitch's new standardization requirements.
-Run a 6MB test at http://www.testmy.net/upload as you are dropping a LOT of frames; this usually means a network connection issue (rarely, a remote server issue). Bear in mind that speedtest.net is next to worthless for livestreamers, and what your ISP tells you you're getting is even moreso.
-Base resolution should be your monitor resolution. Use the res downscale dropdown box from there, for best quality.
-Enable Aero. It accelerates window capturing speeds, as OBS can grab the textures from Aero's offscreen buffers.

You aren't going to be able to run a 720p@30 stream on 1000kbps.

As you have a TON of different setups in that logfile, it's not going to be possible to troubleshoot all of that. A communal problem is all the frame-drops, which most likely means that you are trying to stream at a MUCH higher bitrate than your connection can provide. Run that 6MB test up above, and let us know what you get.

720p@30fps:
-1500kbps
-AAC audio, 96kbps
-Resolution set to monitor-native, and downscaled from there via the downscale dropdown box.
-Window capture (Aero ON) for the out-of-game PVP.net client, and a Game Capture for the in-game executable.

As I'm from Brazil, does it implies more on my set up?
I'm posting the Printed image of the test.

And here is the test with the set up you told me, in 480p.
Dunno what I'm doing wrong '-'

If you're getting high ping, that means your stream and the game are competing too much for your internet connection. First try enabling "Minimize Network Impact" in Broadcast Settings, and if that still doesn't help, try lowering the bit rate that you are streaming at. There's not much else you can do other than that.

Well, my in game ping doesn't change, it's 12 - 20 ms, I'm just dropping too many frames, and I wanted to try and balance a set up that's not impossible for people to watch it.

Dropped frames are a network issue. The solution is usually to lower your bit rate until the frame drops stop.

But, what happens if my bitrate is too low? What does it do? If I low the actual downscaled resolution, would it improve my dropped frames?
How much bitrate do I need to stream on 480p?

Lowering bit rate will reduce picture quality. You don't need a "minimum" bit rate to stream in 480p, but if your bit rate is too low, it won't look very good. This is an entirely subjective matter. If your bit rate is getting really low, you can downscale to 360p.
