Question / Help Locked Framerate 13-15 FPS

Specs
Video cards: AMD 7850, AMD 7570
CPUs: 2x Xeon E5620 4 core 8 thread processors (8 cores total 16 threads)
Monitor: 720p with video output at 720p 30fps
RAM: 32 Gigabytes DDR3
OS: Windows 10
I don't know whether or not it is my games not liking OBS or what but no matter what I try to do I get the same thing 13-15 FPS in any game even with the lowest settings at 360p.

OBS and the content you want it to capture both need to be on the same video card. If you're using your Radeon 7800 series to run your games, then OBS needs to be on one of the two monitors connected to that card. Moving OBS to the monitor driving the 7500 series will tank performance. If you're capturing Minecraft you should also be sure to use the in-game frame limiter.
