Question / Help local to internet

Hi there, im new to the forume and im sorry if i break any rule or post into an place that is not for my question
i got the following
i use obs.... with nginx rtmp... now i need to know is there a way i watch this in vlc or share the content of nginx rtmp to the internet

You can enter the RTMP URL in VLC to play it, or open the port to the internet and allow remote users (bandwidth allowing).

so my rtmp push is this rtmp://192.168.0.191:1935/live

does it mean that i have to put this to the vlc so i can play it or what

and as of ports can you tell me how to do it ....
