Question / Help Local Recording Problems CS:GO

I have wanted to both live stream and record gameplay to upload to Youtube for a while now, and when I built my PC I figured that it should be more than powerful enough to run both a game at a high framerate while still being able to record or stream. I have a FX-8350, a GTX 970, and 8gb of RAM. From my attempts to record, I have been able to record most games easily at 1080p@30fps, or 720p@60fps, with only the exeption of CS:GO. I play CS:GO more than anything else, but when I when I go to record there is a significant level of stuttering, which really takes away from a competitive game. I was only able to fix this (for the most part) by setting OBS to record at a very low quality, and I know that my PC should be able to do better considering how easy it was on almost all of my other games. I have been looking around for a fix, but have found none. I have also heard that there may be some problem with the Source Engine when recording, but I haven't found too much on that. If anyone knows how to fix this problem, I would greatly appreciate it. Thanks :)

You can use a high bitrate to make up for low quality encoding.

Otherwise you're going to have to post an OBS log file from at least five minutes of high action content where the problem is occurring.
