Question / Help Local Recording Freezes Audio Uneffected

After using OBS to locally record some H1Z1 gameplay, I went to edit it in Windows Movie Maker. And it played for a couple minutes then it froze. The audio was still going, but the video itself was frozen.

Are you using a laptop? Your CPU is really underpowered for video encoding (and playing games on it at the same time to boot).

You need to use UltraFast preset, probably change the framerate to something like 15 or 20, possibly use a downscale for a smaller encoding resolution, and pray to whatever diety(s) you might believe in. Or upgrade to a better computer.
