Question / Help Local Recording at a Higher Resolution than Streaming?

Is it possible to local record a stream at a higher resolution than it's streamed?
For instance, say my internet's bad, so I can only stream in 480p. However my graphics/game/monitor/etc. are all in 1080p. Would it be possible to local record in 1080p, but stream in 480p? That way I don't constantly drop frames by streaming at a higher resolution than my internet can handle, however if I wanted to upload highlights/PBs in better quality to YouTube, I'd have the local recording. If not, maybe it could be implemented in future updates of OBS?

It is, but not in the current version. It'll be possible later in the new multiplatform version, but the windows version won't be available for quite some time still.

or maybe if you would be running nvidia card you might be able to record with shadowplay while streaming on obs
