I used to stream CSGO a lot on my older PC with no issues using x264. Nowadays, when I try to stream using x264, I get issues with the smoothness/quality/FPS. I don't have my second monitor (I sold it) so I can't tell what the FPS is when I'm streaming/local recording, but I don't have any dropped frames. When I check the local recording, the game looks.. choppy? Not that it's skipping frames but rather that the fps looks low, ranging from <30 to 60 every now and then. The logs on OBS look fine.
Old PC Specs: i5 4670k gtx 780
Current PC specs: i5 4690k SLi gtx 970
It should be even better, but I can't seem to find anything to fix it. I've tried changing x264 presets, even lowering FPS and quality. It just appears choppy as ever. I used QuickSync for a while, but I can't now that I've downgraded to Windows 7 (It has issues with QSVHelper.exe crashing). I tried using NVENC, and it looks the same as x264 (always choppy).
I've read a few posts with this similar issue, but a lot of them have no suggestions. I have also tried disabling multi-core rendering which improves it A LOT, but my FPS on CSGO spikes and dips a lot. I need to maintain enough for my 144Hz so I'd prefer if that option stayed on.
Does anyone have any suggestions, or does anyone face this similar issue? I don't understand how a lot of people stream with x264 with such high quality + FPS when their specs are similar, if not worse than mine.

EDIT: I run the game at LOW Quality settings except for AA. That I have on 8x MSAA and Super Sampling via. Nvidia Control Panel. The game is at 1024x768 STRETCHED, and I stream at 720p (Downscaled from 1080p with Lanczos Sampling), Stretched.
