Question / Help Livestream looks "glitchy"

You're using quicksync to stream 900p60fps at only 4000 bitrate. That isn't going to look good, even on x264.

I even tried lowering to 720p 60fps and even 30fps at the same bitrate and it continued to happen. And bitrate shouldn't do that to the stream. I understand there would be some pixelation but this isn't normal. If this didn't happen I would have been streaming by now.
 
I would recommend trying another encoder. QuickSync isn't exactly known for being all that great. NVENC will provide significantly better quality with the same minimal impact on your system.
 
Your quicksync might have a broken b-frames support. If you need to use quicksync, try setting b-frames to 0 (zero). This problem might be caused by one or more of the following:
your CPU i7-4790K (fourth generation CPU),
or your specific graphics driver version (try intel graphics update),
or OBS's quicksync plugin.
