Question / Help Live Streaming in full hd and no full hd recording

What settings should I do in obs I can record Full HD in any game. In Live Streaming everything goes to Full HD 1080p, but video recording comes at 360p.

You seem to be conflating video resolution with video quality. If you've configured OBS to save a local copy of your stream, the local copy is exactly the same as what you streamed. Just because a 1080p video looks bad (due to for example a very low bitrate) doesn't mean it isn't 1080p, it's just poor quality. If you go back and watch the VOD on the website you streamed to it will look the same.

I suggest checking the sticky posts at the top of the forum and posting a log file if you'd like more feedback on your settings.

With those settings, the video will come out as 1080p, but look like junk.

At least the ones before you switch to crf based bitrate selection for recording.

Also, youtube won't immediately show a video as being 1080p.
