Live Streaming Hardware Specification Suggestions

Hello Everyone,
I have been live streaming for my church for a few months. I had loaned them my personal equipment for this activity, and they are now ready to purchase their own equipment to continue their ministry. There is a small budget, so I can't specify a brand new system (I had proposed a 9th generation i7 and i5 processors and that was still too much). I am in the process of specifying a used or refurbished PC.

What we are currently using:
GoPro Hero 5 with a 3.5 mm audio adapter with continuous power, a Deity v-mic, which sounds great, and the Elgato CamLink 4k. All are fed into a MacBook Pro (i7-7th gen with 16GB Ram and Radeon Pro 555 GPU - 2GB VRAM) which is running the latest version of OBS Studio. As a side note if you are interested, I originally had my FujiFilm XT-3 connected which worked great, but I had to use an Anker battery pack to keep the camera powered on. I've recently swapped it for my GoPro Hero 5.

Here are my current choices that I feel exceeds the minimum requirements for CamLink and OBS Studio. I am just unsure of the GPU part. OBS minimum requirements are DirectX 11.0, however I am not displaying graphic intensive content such as gaming, nor will I ever with this unit. This is a dedicated live stream with no recording. If I use the processor for video display will I need to increase the Ram because it is shared with the CPU? Has anyone tried this without a dedicated GPU?
  • Intel i7-4770 or 4790 4th gen quad core processor
    • Chipset is Q87
  • 16 GB DDR3 SDRAM
    • Memory speed: 1600 MHz
  • SSD and HDD does not matter (I’ve seen different variations and have no problems with replacing)
  • Power Supply
    • Stock Dell PSU’s are 290 Watts (Mini Tower is not the issue, Small Form Factor is the issue as PSU and MB are configured different)
    • Will replace with a new 750W depending on the outcome of this thread
  • Graphics Card - This is where I need to make a decision that is dependent on the OBS community response.
    • I believe that we can use the processor chip (integrated). There are 2 codecs in OBS studio (CPU vs GPU). If this does not work, then a (dedicated) graphics card will be required. Is this correct? Recommendations are listed as good, better, best:
    • Intel Processor – unsure without testing
    • GeForce GTX 10 series
    • GeForce GTX 16 series
  • Form Factor
    • MiniTower - easy to install a 16 series GPU
    • Small Form Factor - Not so easy to install a GPU (PSU configuration is horizontal, and Low Profile GPU options).
I hope that this is enough information to get a conversation started. I'd appreciate the feedback in advance.
