Need ideas on how to get livestream to several overflow rooms via networking. Current set up for livestream: video and audio being sent to an ATEM mini and then to OBS and streaming to FB live. Based on research using NDI and VLC could be a solution but needing additional thoughts. Entire complex is under one network and using a Mac computer.

Assuming you have smart TV in the overflow rooms, install OBS DistroAV plugin and use the main output to send the video to your network.
On the TV end, you would need a NDI app like NDI Monitor TV or BirdDog NDI TV Monitor see the video on the smart TV.
