Issue is - An ultra-low power (the U) - Intel i5-4300U
That is a Old (7 generations) lower-end CPU, optimized for battery life, not the computationally demanding task of real-time video encoding.

I recommend monitoring hardware resource (CPU, GPU, RAM, etc) utilization [for ex. using Task manager’s Performance tab and/or Resource Monitor] to see if your system is being maxed out with your settings [which I'm sure it is]
And maybe try with just 1 camera to reduce hardware resource utilization impact [not sure it will make a difference or not, but worth testing]
IF it will work (and I don't know that it will), you are likely going to need a simplistic OBS setup, and optimize OS and OBS for an under-powered PC.
Whether QuickSync is available on that CPU and whether it would help or not, I'm not sure, but something for you to research

Thank you Lawrence_SoCa. My CPU usage never got above 40%. But you gave the info I needed to correct the issue. I read the article by Anthony Whitehead about choosing the proper encoder. Once I made the change in the settings to the hardware encoder, everything worked perfectly. Thank you very much.
