LinuxMint Not Able to Use Hardware Encoding

After updating some things through the software manager and then restarting, I haven't been able to select anything other than Software Encoding. I have an RTX 3060 Ti Lite as a graphics card and it was working before this restart. The log for OBS has the below info:

12:10:02.046: VAAPI: Failed to initialize display in vaapi_device_h264_supported
12:10:02.046: FFmpeg VAAPI H264 encoding not supported
12:10:02.046: VAAPI: Failed to initialize display in vaapi_device_av1_supported
12:10:02.046: FFmpeg VAAPI AV1 encoding not supported
12:10:02.046: VAAPI: Failed to initialize display in vaapi_device_hevc_supported
12:10:02.046: FFmpeg VAAPI HEVC encoding not supported
12:10:02.079: os_dlopen(libnvidia-encode.so.1->libnvidia-encode.so.1): libnvidia-encode.so.1: cannot open shared object file: No such file or directory

I have tried adding to my PATH environment variable to a path that has the file that can't be found and even reconfigured ffmpeg and I still don't see any changes. I am currently using the recent version (31.0.3) of OBS through LinuxMint's Software Manager.
 
Just thought I'd give a heads up. I tried playing some PCSX2 after banging my head against the wall for this issue and found that the game I've been playing was running poorly. So, I decided to reinstall my OS from scratch while also deleting my OS's SSD. After reinstalling everything, PCSX2 now works fine, but OBS still can only run the Software Encoder.
