i3 2100

AverMedia C027 Capture card
I use a computer to capture for live streams because the only way it looks decent with one machine is if I turn vsync on, which has a weird feel to it.
I have a display issue when I stream with the second machine though. I capture at 1920x1080 at 30FPS, but downscale 1.5x to 1280x720 for the sake of bitrate.
I use CBR and CFR, and am experimenting with disabling one, the other and both. x264 preset is veryfast. The iGPU on this processor isn't that great for Quicksync, and I can try it again but the quality was pretty low last time I tried it.
Here's an example of the distortion during stream:

What else should I try?
