This my upload speed is 3.8Mbps and here is my LOG of OBS.

I'm wondering what am I doing wrong because when I stream with 1500kbps bitrate, I constantly have red or yellow colour while streaming with OBS. I use 1920x1080 resolution and I downscaled it into 720p but when I play LoL, my ping ingame is also higher approx. 300-400% from 30 to 70-120.
Can someone help me, please? Thanks in advance.
