RESOLVED -
My problem was that trying to stream was resulting in League of Legends frame rates in the 20-30FPS range with a very choppy unplayable experience.
This happened because I was using monitor capture. Monitor capture is apparently very slow. After creating new scenes using 'Game Capture' mode with Windows Aero enabled I am now able to run LoL at 1080P with a smooth 60FPS and my stream works with 720P/60FPS/2500Bitrate.
My system specs are...
Mac Pro Mid 2010 - (Windows 7, OS X version of OBS not out at time of this writing)
Intel Xeon W3530 2.8GHz Quad Core CPU
ATI 5770 1GB GPU
8GB RAM
