Trying to discover if I can add a desk layer to my background and then physically place something on it in OBS or make it appear that I am?

You can layer video and pictures over each other. Sources above other sources in the source window obscure sources below them.
If you want some image to cover/overlay only parts of your background, create that image as *.png and make the parts of that image transparent you want to not obscure stuff below.
