Latin American Streaming Servers?

Hello, the purpose of this thread is basically to ask if there's a chance to add a server in South/Latin America in the future.
I'm an Argentinian gamer and I'm rlly looking foward to start a streaming project and stream online games like MMORPGS and First Person shooters but my main problem is that I dont have a super internet connection (6 mb dowload and 2 mb upload speed) and this is one of the best connections you can get here (and one of the most expensive ones). Dealing with a basic upload speed + stream server host location's ping is making Live Streaming almost impossible to me.
I've talked to some friends that have a lil better internet connections than I do, and they agree on that the closest streaming server's (Miami, Florida - USA) ping is causing them major truble when they try to stream online games (like high latency ingame [150-400] and laggy stream), the same kind of problems i have experienced while trying to stream.
Maybe what I'm asking wont be possible, but adding a new streaming server in S. America would help alot of people here who would love to stream and also will help the live streamer community grow.

The OBS project only provides software that should be useful for streaming to most rtmp streaming services. OBS does not actually host or manage any streaming servers of any kind. The companies that actually host and maintain streaming servers are ones like

http://www.ustream.tv/
and so on.
They would be the people who you would be asking about setting up a new South American server.

That said, I have tried to provide some information on how to go about using OBS to stream in low bandwidth conditions in this thread.
