I've tried a new scene in OBS and the only source for the the scene was the Elgato HD60 Pro and the obs64.exe is running at 69-74% / CPU 85-87% and activity like moving a window around, not even playing a game will cause the CPU to jump to 96%. My CPU % before I launch or after I close OBS drops to 5-7%.

Have you really created a new "scene collection", or just another "scene"?
I'm not sure if all those other scenes (even if not active) could affect OBS performance, that's why I would create a new scene collection with just one scene in it.
I don't own any capture cards, but that high CPU load just by having OBS opened and only the Elegato source in the scene, there must be a problematic setting for that source, or your Elegato driver is causing DPC latency trouble on your Win10 system.
