Laptop can be fine... but use Wired Ethernet not WiFi if at all practical. WiFi can cause all kinds of problem as not desired for jitter sensitive traffic like a livestream (and troubleshooting can get advanced)
Have you tried the auto config wizard and tried a stream? are you specifically looking for 60fps stream (you have the bandwidth)?
When gaming, how is your CPU/GPU/RAM etc resource utilization? Task Manager (Perf tab) and/or Resource Monitor are good tools.
If you game and have resource left over, then OBS should be fine. ON the other hand, if your CPU already running at 80%+ regularly, then your may have a challenge.... sorry... it depends. And how complicated you want your OBS setup can greatly impact hardware demands on PC
MY recommendation would be to use the wizard, try a stream, the upload the log per pinned post regarding asking for assistance. My personal approach is to start simple, with lower settings, then increase until you find a limit, then backoff that a bit to be on the safe side for the unexpected (then rinse, repeat)
