Lagy preview without starting stream.

I'm just playing classic wow. I have a gtx 1060 and I can't get a smooth preview for the life of me. I used to stream retail wow just fine with a gtx1050. I've tried everything I can think of to fix this but the preview is still lagy even when I don't turn on the stream. Is it really just my GPU? Am I seriously unable to stream classic wow with a gtx1060? any help would be greatly appreciated.
