downscale to 720p. are you local recording or streaming?
Enable aero. as in, uncheck disable aero in the video tab of OBS. Then make sure you use a windows aero enabled theme.
scene buffering 700ms
uncheck CFR
Last but not least, don't watch your own stream even in the background. don't have a browser up with the stream, use a phone or some other device to read chat especially with a single monitor PC.
in CS:GO don't use -high or -threads in the launch options. this might have worse performance compared to nothing
run the game in full screen for better performance
use 2x msaa and no more. this is preference but no more than 2x is needed for a 720p stream

But issue is still the same.
It's definitly not the game problem (i've more than 300 FPS) and aero.

just because the game runs fine by itself doesn't mean its optimized for streaming. please review what I wrote, match the settings then post a log after 5 minutes of streaming
From an OBS perspective, that looks 100% good. this is with the assumption that you were actively moving around in CS:GO.
