Question / Help Lags and buffering on TWITCH when i streaming

hi ..i wanted to streaming these days ..but with any settings (for 720p or 1080p im laging, buffering, and quality is rlly bad but JUST ON TWITCH) ..i think that my connection is not a problem (im from Romania ) so normally i download with 16-18 mb and i have a connection with 300mbps ,my specs are quite good for streaming i guess, but still laging and i cant find any good settings for obs

specs :
i5 4460 3.2ghz
video card : gtx 1070 msi founders edition
ram : 16 gb hyperx fury
ssd :120 gb kingston hyperx
hdd 1 tb
internet connection 300mbps and with router 100mbps


if u have any tips, settings for me ..i would be glad for that . thx

Set your fps to 30 and bitrate to 2000
And try setting the server to one of the ones with 100% quality.

is still lagging some ,, but not buffering as hell XD ...if i go for i7 4790k would be fine ? i mean no laggs and good quality ?
