Question / Help Laggy video recordings QSYNC

Hi,

I use for streaming and recording QSYNC and something has happened lately as I cannot to record videos properly as they are lagged and have pixelated artifacts, not from movibng too fast but large pixel blocks mixed with lag. I use that set up from a long time and it only happened lately. Log below.
I uninstalled OBS, reinstalled system, hell, even I upgraded my pc lately, check situation on different hdds, nothing. I also had isse with low framerates in obs while capturing games but switching off multi devices compatibilty helped for that.
Also recordings for NVENC and H.264 are fine. Same goes for streaming too.
Just local recordings are affected. PLS Help.
Specs: i7 7700
GTX 1070
16 GB RAM
2HDDs, 1 SSD

Happens on whenever game I wish to record, even when i would like to record cam only.
And that's not cool as Qsync made a great job for me for like two years and others have tendency to overload encoding settings.

I dunno. It worked all the time and has given me nice quality videos so I just use same settings as streaming encoder. Is it bad?

Also it has to be the same setting if I would like to stream and record at the same time as OBS won't allow me to have set QSync for streaming and Qsync for recording. It can be set up with same as streaming encorder option only.

That's normal, there's only enough quicksync hardware for one encoder.
Use CQP for your bitrate selection (value around 14 or so) Let the encoder choose the actual bitrate number for you.

Hmm i guess it worked :) Tried couple times and no glitches. Weird. Why is that?
Recent logfile is in this post. And what was strange is that it used exact same bitrate settings I used before - 6500
What is the best image quality for CQP setting ?

It seems that it really helped but is there a chance to use this method but also set some maximum bitrate?
Now I drop a lot, sometimes 50% frames and I can see that biutrates goes completely mad sending too much for Twitch i.e. 25M or even more (got 100M upload)
I have a feeling that somehow it bottlenecks me. And it happens randomly. Sometimes when I stream during the day everything is ok but at evenings it goess completly wrong on QSYNC when x264 runs fine (capped at 3500 kb bitrate).

But it goes the same for QSYNC now :/
I always used QSYNC 6500 kb/s for streaming, CBR and it worked like a charm but for some reasons only camera lookied pixelated like picture from PUBG above. And it just happened.
On x264 it works properly, on CQP settings too. I dunno what to do now since QSYNC allowed me for proper streaming on my single PC setup and there were no problems before. They just happened and here to stay :/
