Bug Report Laggy streaming

Hi,
I streamed a couple years ago with no problem with the old OBS.
Recently I tried to stream but on twitch it's laggy as ...
I don't have any trouble in game and having no lost frames on OBS.
Btw my config is: i7 6700k; 16Go RAM; GTX 1070 and my upload is about 10+ Mbps... So I don't get it.
When I watch my stream, it loads every minute... So it is terrible to watch.
My bitrate was on 3500 as my buffer and my res on stream is 720p.

Can someone help me?

I've seen this happen with people setting extremely large keyframe ints.... what's yours set to? Should be set between 1 - 3.

Could always try encoding to NVENC in OBS then (like GeForce Experience does), though I hear that GeForce Experience offers better quality with the same encoder, somehow.
