Question / Help Laggy Stream

Hi.Laggy stream with better games Like GTA IV Battlefield 3 .....My speed test u can see in images below .I m from Lithuania. Stream was tested on Twitch.tv ALso when im streaming i get over 60 fps like normal. Also I streaming through Avermedia C985. P.S. Lagging on any server .
