Question / Help laggy stream

Hello,
I have a problem with my stream: it's freezes and starts to load every 10 seconds with any settings.
Here's a result from speedtest.

Here's my configuration.
Intel core i7 4770 3.4ghz
Geforce gtx 680 4gb
8 gb ram.

If you are not a Twitch partner, don't go over 3000-3500 bitrate. Suggestes Bitrate is 2500-3000.
