Question / Help Laggy stream

The promblem is:
When I try stream and look at my own stream in a browser, everything works fine.
But when I look to the phone or friends Computer, it greatly lag every 5-10 seconds.

What could be the problem? or my computer is very weak?

and my twitch
OBS setting is
720p 30fps
1700 kbps

If you were able to watch the stream normally in your own browser and it looked fine then the issue with your phone/friend's computer is most likely buffering. That means the data wasn't being transferred from Twitch to the viewer fast enough and has nothing to do with your stream or its settings. It could be a problem with the route the data is taking from Twitch, or a problem with the Twitch server itself, or the phone's connection, or your friend's connection, or your friend's location relative to the server sending out the data, etc. It's also unique to every viewer, so just because one person gets buffering doesn't mean that other viewers do.
