Laggy Stream with no obivous reason why

Hello,

I have tried to make this as thorough and concise as possible but let me know if I excluded some important information.

I recently bought a Dell G15 laptop with an i7 CPU, 16GB ram, and GeForce RTX 3050 GPU. I have a 15 day return period if I can't get this to work :).

I am trying to live stream through my Xbox Series X, with a HD60 S+ capture card.
Initially, I had a lot of dropped frames. I corrected this by decreasing the bitrate to 3750 as well as moving to 720p. Now I have no dropped, lagged or skipped frames.
The CPU usage rate is at around 8%.
I used TwitchTester and I am connected to the best server (RTT = 23ms, quality = 61).
I have plugged my computer in with an ethernet cable. I know the online internet speed tests are not that accurate but I had a 7.6mbps upload for some reference.
I turned on dynamic bitrate.
I run OBS as admin.
I have tried 30, 48, and 60FPS. It doesn't seem like there is a huge difference between the three.
It is not tremendously laggy, but it is enough for a reasonable viewer to click away.
Here is a vod so you can see what I'm talking about ( (3) Destiny test - Twitch - skip to 3:20 for gameplay), it is simply not as smooth as my tv.

In the log file it might mention I had changed bind to IP from default. That was accidental and automatic when I plugged in ethernet cable. I changed it back and it made no difference one way or the other.

I have scoured the internet, and I have no more ideas. Does anyone know what else I can try?

It's not as smooth because it's half the framerate. That is a 2 second log file without dynamic bitrate enabled.
Set you base to 1080 but keep the output at 720. Use the bicubic downscale filter.
Set the OBS FPS to 59.97 to match your source.
