Question / Help Laggy, pixelated stream

I7 7700
Gtx 1050
720 stream, 3500 bitrate (180 down/50+ up)

So as the title says my stream has been very laggy and pixelated like crazy. I recently got a new pc and it’s 10xs better than the last that would stream with no lag.. my cpu stays around 20% when live so it’s not struggling.. any help with some settings would be very grateful.

Also, I stream on Xbox through Xbox windows on twitch

Well I redownloaded obs with obs suggested settings.. still no good
