Laggy even on preview

Hello, long time lurker, first time poster.

I am really hoping someone can help me figure this out. I recently got a new PC and for the life of me I cannot figure out why OBS is acting up. I have attached a log file if that would help. Currently it will stream but with very obvious lag, and even more recently it will even show lag when just showing the preview. So far this is the steps I have taken.
Tried to reduce the framerate to 30FPS
Tried? Almost every single video setting and would switch on, test out, move onto the next.
Turned off game mode on windows
Disabled shadowplay.
Ran ad admin
Have read the High CPU Usage/ High Encoding/ Taking to long to encode guide
Disabled the preview
Changed the input back and forsth from display capture to game capture.

What I am working with PC wise:
AMD Ryzen 9 5900X
GeForce 3080 FE
MSI B550M PRO-VDH Motherboard
32GB Ram

Basically this little guy, but they previously had a promotion to get 32GB of Ram and a M2 drive.

You're getting rendering and encoding lag while using NVENC, and already are running as Administrator.
To my experience, the fix is always:
-Disable Lookahead
-Disable Psychovisual Tuning
-Use the Quality preset, not Max Quality

Of those, it looks like PVT is turned on, the other two are already off. Disable PVT.

You also are running two monitors at different refresh rates, which MAY be causing part of the issue (it's a long-standing bug in Windows that was supposedly fixed in Win10 v2004, but didn't fully fix the problem for everyone). Try running both monitors at 120hz instead. You'll also get more even frame-pacing, with a steady 4:1 pulldown to 30fps instead of erratic herky-jerky trying to pull 144 down to 30 stably.
 
Well, I am hopeful this is the one and only update.

Did make the refresh rate and turned off the PVT. That didn't appear to change anything.

I did however change the display capture method to Windows 10 (1903 and up) from the automatic settings. I am currently doing some recordings to see if that was the issue. Thank you again @FerretBomb for the help!
