Question / Help Laggy/Choppy streams and recording

Hi there! So I tried to use tons of OBS settings, but none fixed it! Can you give me some settings that would stop this problem? It is annoying because my game runs at 60 fps! I want to have a nice 720p30 stream/recording, without losing frames and everything being so un-smooth (I dont want 60fps like smoothness, but 30fps smoothness).

Here are my specs:
Display resolution is set on HD(1280x720)
My MOBO is an integrated one, by ASUS(I have a laptop)
GPU: GTX 960
CPU: i7-4750HQ (8 cores and 2GHz-3.5GHz)
RAM: 8 GB
