18:57:37.759: base resolution: 3840x2160
18:57:37.759: output resolution: 1920x1080

18:23:12.262: [DShow Device: 'Videoaufnahmegerät 2'] settings updated:
18:23:12.262: video device: Elgato Game Capture HD
18:23:12.262: video path: __elgato
18:23:12.262: resolution: 1920x1080
18:57:38.939: fps: 60.00 (interval: 166666)

This makes no sense you increase your elgato video to 2160P from 1080P to reduce them back to 1080P
To big "work" threads that useless
set base resolution to 1920x1080
and set record framerate from 30 to 60

idk what you tried but now you record the video in 60fps but the elgato is set to 30 fps
can be my fault i have not declare it in words
if this fps mismatch you get problems
30 30 or 60 60
if you record in 60 but elgato 30 he double the frames other direction 30 record 60 elgato he drops the half
bottom not good can create stutter like the useless up and downscale

From the looks of your log, your recordings are perfect. There are no lagged or lost frames mentioned in the log.

However, you recorded with nonstandard options - full color space and low CQ value, and not all media players are able to display this flawlessly. Don't use the internal Windows media player. Instead check your video with vlc or Media Player Classic. These players will display videos much better.
