Lagging issue when streaming on second camera. Main camera has no lag.

Hi all. New to the forum and looking for help. Running a livestream to YT and FB via Restream. Having a lagging issue with only one camera feed while streaming. Have tried 3 cameras and problem still persists. 1st try was a little logitech camera. 2nd try was iphone 8 running epoc camera app (connected wifi and usb in different tests). 3rd camera is SONY HDR-CX240.

3 feed stream plus graphics and commercials.

Second Camera - SONY HDR-CX240 (problem feed) coming in via AVERMEDIA LIVE GAMER PORTABLE PLUS 2
ZOOM Feed

Running all audio in via Focusrite Scarlett 18i20 through LOOP BACK and recording in LOGIC for podcast production.

OBS Settings:

If I'm not streaming and just getting set up everything matches up great. When I start streaming Second Camera starts lagging after about 10 seconds on OBS. Hoping I'm just overlooking something simple and you all can set me straight. Thanks in advance.

I changed my video bitrate to 2000 and my audio bitrate to 256. My upload internet speed was clocking in at 21.1mbps.

Did a livestream on Thursday and was way better. Still had a little lag on the 2nd camera, but it would catch up. Anyone out there reading....please let me know if you have any additional information. Thanks for your time.
