Question / Help Lagg on twitch but not on pc

My pc is not lagging at al but on twitch it its.

I had this problem earlier but got a new monitor and new internet but now its back again

Already lowerd my bitrate did the test for the best server but that not worked out

And when i lower my resolution i get black bars on twitch

30 FPS
Filter: Bicubic or, better image, Lanczos

Output settings: leave rescale unchecked.
