Question / Help lagg issues with streaming CS:GO

So, i am having issues trying to stream cs:go.

i have good ping and i dont have any ingame lag.
But people watching my stream, and my recordings show signs of a "freeze" like every now and then mainly in firefights. ^
this is kind of a problem for me. And i have tried to google what i can do to resolve this, but i havent gotten any help from that. My twitch is www.twitch.tv/blitzfury
Games i stream are mainly war-z and cs:go but rarely play cs:go while streaming, cause viewers i do get are complaining about it. And i really wanna fix it so people can watch it without the lag.

i5-2500k 3.30ghz
64 bit windows
8gig ram.

most of my settings are set to default.
quality balance is set to 7, and bitrate and buffer are at 3000kb and audio is mp3 and 96 bitrate.
And i am using gamecapture. With a webcam scene aswell.


im running at 1920x1080 in windows and ingame.
but im downscaling, to 720p, wich is 1,50 (1080x720)
and running at 30 fps.
and out of all games i stream its only cs:go thats getting does "freezes"
And im running 2 monitors it doesnt seem to lagg in "obs" but its lagging when it appears on twitch.
