Question / Help Lag while streaming =/

Hi, first i'd like to start with my computer build it has a quad core 2.83GHz 8gb ram 64bit windows 7 with an ATI Radeon HD 4650 graphics card.
When streaming my game performance is horrible, i get stutters and lags
I tried twaking the settings, different resolutions, lowering bitrates but nothing seems to help.
The only way I was able to stream was on 2.0 downscale, with 1k bitrate and 25fps and even then my game lagged and I could have felt some input lag and stutters. and the result on twitch tv looked horrible (bad quality)
My upload speed is ~3mb/s which should be enough, so I guess it's hardware related, but maybe im mistaken.
What should I do in order to stream without in-game lag in 720p or 1080p? I am fine with running the game at about 100-120 ping if i have to

What kind of CPU do you have? Saying "quad core" is very generic and can mean any of about a dozen or more different processors. The low clock rate of 2.83Ghz makes me think it's an older Intel quad, maybe 9000 series? If that's the case you won't be streaming 720p while gaming at the same time.

Interl(R) Core(TM)2 Quad CPU Q9550 @2.83GHz the computer runs the game just fine with no fps problems while streaming. but when i start to stream with higher resolution i get some high ping

Your internet isn't that low. I'd just recommend 720p 30fps. Or perhaps a little more downscale than that. 2000 to 2500 for video encoding perhaps

this cpu is actually damn weak to stream with.

thry the ultrafast preset and 720p25fps with a 2k bitrate but i can already tell you that you have to pay with a lot quality decrease
