Lag while streaming on YouTube

Hello,
As timekeeper in ski events, I use OBS to stream live.
I have IP cameras on the network and I use several sources.
2 web pages from my localhost one with the running time and the other providing the 3 best on the upper left corner.
Before streaming I use the automatic configuration tool in order to have the best settings (here could be the issue).
When a racer is at the finish line, the web page shows the time instantly while the image from the IP camera is one second late.
here is the image of the source parameter for the running time :

for the IP camera (Foscam):

There must be a local issue with my parameters because I can see the lag on my OBS window. For sure the lag is visible on YouTube too.
I have read that reducing the resolution and lowering the frame/s to 30 should work but not really for me.
Does anybody do the same?
Please me know.
You can watch live at : https://www.youtube.com/watch?v=IxhPzKh1Nd0&t=1586s . This was a test to validate a potential setup.
start at 22 minutes
Thanks
Philippe
